o Millstone Power Station DominionWU Rope Ferry Road Waterford, CT 06385 NOV 2 5 2002 Docket Nos. 50-336 50-423 B18808 RE: Technical Specification 6.9.2 U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Millstone Power Station, Unit Nos. 2 and 3 Special Report for Inoperable Meteorological Monitoring Instrumentation Channels In accordance with the reporting requirements of the Millstone Unit Nos. 2 and 3 Technical Requirements Manuals (TRMs), Dominion Nuclear Connecticut, Inc. (DNC) hereby submits a special report for one or more required channels of meteorological monitoring instrumentation inoperable for more than seven days.
On November 14, 2002, the meteorological monitoring instrumentation channels were declared inoperable due to planned modifications.
These modifications included a complete replacement of the primary meteorological tower temperature sensor system and a partial replacement of the tower wind sensor system. Measures were taken to minimize the unavailability time of the tower instrumentation, however, due to unfavorable weather conditions, the modifications continued until November 22, 2002, at which time the instrumentation channels were declared operable.
However, this outage duration exceeded both Unit TRMs allowed inoperability time of 7 days at which time a special report is required to be prepared and submitted to the NRC within the next 10 days.
Since the meteorological monitoring instrumentation is restored to operable status, no additional corrective actions are planned.
