3 2002 Docket No. 50-423 B18694 U.S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Millstone Nuclear Power Station, Unit No. 3 Update to Information Regarding Change to the Fire Protection Program By letter dated May 7, 2002,(1) Dominion Nuclear Connecticut, Inc. (DNC) forwarded a detailed description of planned changes to the Millstone Unit No. 3 (MP3) Fire Protection Program.

These changes addressed resolution of a degraded and non conforming condition associated with the MP3 Cable Spreading Area (CSA) fixed CO 2 fire suppression system. The planned changes included installation of an Incipient Fire Detection (IFD) system to supplement the existing CSA smoke detection system, and reliance on improved manual fire fighting as primary fire suppression in the CSA. The changes also included abandonment of the fixed CO 2 fire suppression system for that area.

After further discussion with the Nuclear Regulatory Commission (NRC) staff, DNC will be revising the current plan to also include provisions for a fixed fire suppression system in the CSA. As discussed with the NRC staff, fixed fire suppression system options suitable for the CSA are presently being evaluated, including the use of manually actuated systems. Details on the system design and operating parameters will be provided in a future submittal.

Final installation and testing of the fixed fire suppression system will be achieved as early as possible recognizing that post modification testing may require a refueling outage.

U.S. Nuclear Regulatory Commission B 18694/Page 2 Installation of the IFD system and improvements to CSA manual fire suppression capability are expected to be completed prior to startup from the eighth refueling outage.

In accordance with the MP3 licensing basis, a continuous fire watch will be maintained in the CSA until fixed fire suppression capability is restored.
