In a letter dated February 5, 2002,(
Dominion Nuclear Connecticut, Inc. (DNC) submitted a license amendment request associated with the revision of the term "REFUELING INTERVAL" to "once per 24 months" in several surveillance requirements of the Millstone Unit No. 3 Technical Specifications.
Since then, it has come to our attention that three (3) surveillance requirements [4.4.3.1.2 (page 3/4 4-11), 4.4.3.2.2 (page 3/4 4-11b) and 4.6.4.1.c (page 3/4 6-16)] included in the subject license amendment request, were not part of our original 24-months fuel cycle extension requests and were not approved as 24 months surveillances. Therefore, we should not have included changes to those surveillance requirements in our license amendment request dated February 5, 2002.
Accordingly, DNC is hereby withdrawing the changes related to the surveillance requirements 4.4.3.1.2, 4.4.3.2.2 and 4.6.4.1.c from our request dated February 5, 2002. This action will not affect the conclusions of the Safety Summary, Significance Hazards Consideration or Environmental Consideration provided in our license amendment request dated February 5, 2002.
