Haddam Neck Plant Request for Additional Information Relief Reauest From ASME Code Section XI Reauirements The purpose of this letter is for Connecticut Yankee Atomic Power Company (CYAPCO) to provide additional information to support a one-time request for relief from ASME Section XI. This relief was requested, pursuant to 10CFR50.55a(g)(5)(iii),

in CYAPCO's letter dated September 25,1996.'

During the course of the NRC Staff's review of Reference (1), additional information was requested concerning operation of the "A" RHR train and leak-rate monitoring of the valve.

The Haddam Neck Plant (HNP) staff has reviewed the request for additional information and provides the following:

Upon receipt of the relief, CYAPCO will declare RHR valve RH-V-791 A operable, but degraded, and open the valve. This will make both RHR loops operable and allow the HNP to enter Mode 6 to begin defueling.

As a compensatory measure, a video camera has been mounted in the vicinity of l

the valve, which permits the Control Room to view the valve remotely and monitor the valve leakage.

if the valve begins to leak a significant amount, the valve will be closed. Then, 1

e according to Technical Specification 3.9.8.2, ACTION a., the vessel water level will i

be raised to greater than or equal to 23 feet above the vessel flange as soon as possible.

As stated in Reference (1), when the vessel is defueled and the RHR system has been removed from service, a further evaluation of the valve will be performed. This will provide the basis for corrective actions, including code repair or replacement of this valve.
