Gentlemen:
Haddam Neck Plant Hiah Radiation Areas The Haddam Neck Plant Technical Specifications require that areas where dose rates exceed 1000 mrem / hour be locked to prevent unauthorized entry. However, the Specification does not state whether the measurement should be taken on contact with the source or at a specific distance.
In the referenced letter, Northeast Nuclear Energy Company (NNECO) noteu that the Millstone Unit No. 3 Technical Specifications state that this 1000 mrem / hour measurement shall be taken at a distance of eighteen (18) inches from the radiation source.
In order to provide an improved and consistent program on high radiation areas within the Northeast Utilities system, Connecticut Yankee Atomic Power Company (CYAPC0) is applying the Millstone Unit No. 3 Technical Specification for an l
18-inch measurement distance at the Haddam Neck Plant.
This practice is not l
precluded by the Technical Specifications of the Haddam Neck Plant since the distance from the source of the "Greater than 1000 mrem / hour" reading is not specified.
This application will enhance the radiological control program at the Haddam Neck Plant by providing more appropriate controls for these areas.
In addition, it will provide uniformity for the determination of lockable hign radiation areas and eliminate confusion amongst personnel.
We have discussed this issue with the Senior Resident Inspector at the Haddam Neck Plant and he is in concurrence with our interpretation.
This approach will be implemented immediately.
Currently, a revision to the Haddam Neck Plant Technical Specifications is being processed with similar revisions for Hillstone Vait Nos. I atid 2 and will be submitted to you so that the Technical Specifications for all four Northeast Utilities nuclear plants will be consistent.
