Dear Mr. Noonan:
Millstone Nuclear Power Station, Unit No. 3 Transmittal of the September 1986 Update to the FSAR l
Millstone Unit No. 3 received its full power operating license January 31, 1986, and pursuant to 10CFR50.71(e) is required to update the FSAR within two years of that date and annually thereaf ter.
However, Northeast Nuclear Energy Company is interested in keeping the NRC informed on a more current basis and is continuing the practice of frequently updating this FSAR.
Accordingly,10CFR50.71(e), Northeast Nuclear Energy Company hereby submits the September 1986 update to the Final Safety Analysis Report (FSAR) for Millstone Unit No. 3 which contains the changes completed since the previous submittal (Reference 1).
It is noted that 10CFR50.71(c)(2)(ii) stipulates that "the submittal shall include an identification of changes made under the provision of 50.59 but not previously submitted to Commission." There are no such changes in the September 1986 update which have not previously been submitted to the Commission. Pursuant to 10CFR50.59(b) and License Condition 2.C.10 of the Millstone Unit No. 3 Operating License, the latest 50.59 report was submitted in Reference (2).
Changes to the emergency plan, which is referenced in FSAR Section 13.3, have also been submitted to the NRC within thirty (30) days of their implementation, pursuant to the requirements of 10CFR50.54(a). Enclosed are twelve (12) copies of the update, as required. Each package includes insertion instructions and effective page listings which identify the revised pages.
