Gentlemen:

SUBJECT:

Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Additional Information Regarding Generic Letter 83-28 AECM-87/0193

References:

1) Mississippi Power & Light Company letter (AECM-84/0349) dated September 11, 1984
2) Nuclear Regulatory Commission Request for Additional Information(MAEC-87/0186) dated July 31, 1987 Reference 1 provided System Energy Resources, Inc's. (SERI) response to Item 4.5, " Reactor Trip System Reliability (System Functional Testing)," of Generic Letter 83-28, " Required Actions Based on Generic Implications of Salem ATWS Events." In that letter SERI stated, "On-line testing of the backup scram valves is not performed due to the unnecessary challenge to plant safety systems posed by such testing." Via Reference 2 the staff concluded "that modifications to the system to allow on-line testing are not required, j

However... testing of the backup scram valves, including initiating circuitry, l

during each refueling outage is appropriate." The staff requested SERI describe procedures for testing operability of the backup scram valves that will be

. performed off-line at each refueling outage. This letter provides SERI's i

response to that request.

Grand Gulf Nuclear Station Plant Operations Manual procedures l

07-S-53-C11-21 and 07-S-53-C11-22 have been written and approved to perform

)

testing-of backup scram valves A and B, respectively. The two procedures are

~,

identical and perform the following checks:

1)

Electrical continuity check of the solenoid valve coil.

2)

Functional check of the backup scram valve logic initiating circuitry. This logic test checks inputs to the backup scram valve from all four Reactor Protection System channels.

1 3)

Function test of the solenoid valve.

Copies of the approved test procedures are ettached for your use.
