U. S. Nuclear Regulatory Commission Region II 101 Marietta St., N. W., Suite 2900 Atlanta, Georgia 30323 Attention:

Dr. J. Nelson Grace, Regional Administrator

Dear Dr. Grace:

SUBJECT:

Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-29 Special Report 8C-003/0 Inoperability of Accident Monitoring Instrumentation Exceeds 72 Hours AECM-86/0292 The Control Room effluent monitor control terminal was removed from service on September 4,1986 at 1140, to install a new upgraded control terminal. The upgraded terminal provides an interface with the new Class A Dose Model, easier operation, and a more reliable printer than the previous model. Removal of the terminal causes the loss of Control Room annunciation and radiation instrument channel readout for the following monitoring instruments: the containment ventilation exhaust radiation monitor, the ofi-gas and radwaste building ventilation exhaust radiation monitor, the fuel handling area ventilation exhaust radiation monitor, the turbine building ventilation exhaust radiation monitor, and the standby gas treatment system exhaust radiatior: monitor. The accident monitors were restored to operable status on September 9, 1986 at 1140, following the installation and testing of the terminal and the closeout of associated paperwork.

Although the Ccntrol Room terminal and the associated annunciators were inoperable, the redundant Technical Support Center terminal was operable and available to monitor the accident parameters if required.

This 14 day Special Report is submitted pursuant to Action 81 of Technical Specification Table 3.3.7.5-1 due to the instrumentation channels (annunciators) being inoperable for more than 72 hours8.333333e-4 days
0.02 hours
1.190476e-4 weeks
2.7396e-5 months
.
