Also enclosed is our job description which states the Shift Advisors' duties. We believe this should resolve the issue of on-shift experience.

Attachment to AECM-84/0101 SHIFT ADVISOR Crand Gulf Nuclear Station, Unit 1, Facility Operating 1.icense NPF-13, requires that at least one individual, i.e., Shif t Advisor, on each operating shif t have " substantive previous BWR operating experience, including startup and shutdown of a BWR and under conditions that one might expect to encounter during the initial startup and power escalation at the Grand Gulf plant." We requirement states that the individual need not be licensed on the Grand Cul f Unit and need not be an MP&L employee, It further states that the individual shall remain in place until the plant achieves and demonstrates ful1 power operation.
The intent of this requirement is to supplement the experience level of the two SRO's and two RO's assigned to each shif t.
In this regard the Shif t Advisor acts in an advisory role and is specifically excluded from operating reactor controls.
To meet this requirement, Shift Advisors have been in place at Grand Gulf Nuclear Station for approximately eighteen months. R e current five Shift Advisors collectively represent approximately twenty man years of Nuclear Navy experience and fif ty-two man years of commercial BWR plant experience. Re fifty-two man years consist of approximately fifteen man years of RO license and twenty-three man years at the SRO license levels.
Each of the Shift Advisors has held an SRO on a BWR plant. As previous license holders the individuals have a good understanding of the requirements for safety system design from a control room perspective.
To obtain their licenses, they studied and successfully passed examinations on their knowledge of reactor theory, core engineering and the administrative control systems required by 10CFR50 Appendix B.
Wey also demonstrated their knowledge of BWR reactor plant response on an integrated and system level.
To ensure that they can function well in their advisory role, their basic knowledge in these and many other areas has and will be augmented by the plant specific training, described below. Mareover, their training on the simulator, including examinations, will ensure a proficiency on the panels.
The Advisors are required to maintain cognizance of unit operation at all times so that their experience can best be utilized by shift management in properly responding to plant conditions. R ey not only provide recommen-dations and advice to on-shift operitions, but they are also responsible for making known to the Operations Superintendent or Duty Manager any concern they have that the plant is not being operated in an acceptable manner. During the current outage mode, one of their primary assignments to date has been to assist the shift operators by coordinating work with the plant maintenance fo rc e s. his consists of screening work orders for reportable conditions and determining if the work can be performed in compliance with the license under existing plant conditions.
By working in this productive capacity, the Advisors have become an accepted and respected part of the operating shift crews. %e assignment has required the Shif t Advisors to become knowledgeable in plant systems, administrative procedures and technical specification requirements, especially as they relate to applicability, action statements
and limiting conditions of operation. To coordinate work order requests, the Advisors frequently refer to system flow diagrams and electrical schematics and thus have become familiar with GGNS Plant details.
In addition to the general training and radiation training required of all plant employees having unrestricted access, the Shift Advisors have received formal plant specific training tailored to their past experience and individual backgrounds. Each Advisor has spent not less than three weeks in advanced training covering all major plant systems. This training was concluded by successful completion of formal written examinations. The Advisors have also received seven days training in mitigation of core damage, plant administrative procedures, emergency procedures and technical specifications with,xaminations given on each portion. Wis training included a brief period on the simulator where they became familiar with plant specific instrumentation and controls.
MP&L believes it is the Shift Advisors' role to help provide the experience factor in the equation of safe operation of the nuclear reactor and its associated safety syste:ns. Weir training and duties during critical operations are directed toward this end. To ensure that the Shif t Advisors possess the special plant specific knowledge and skills necessary to monitor and advise the shift crews during the start-up test period, each Advisor will receive two weeks of additional training on the plant specific simulator.
Wis will be completed prior to plant startup. One week of this training will cover the operating procedures and startup test procedures which will be used during the startup program. We Advisors will manipulate controls and align equipment as required by thece startup test program documents. Casualties will be simulated so that each Advisor will be confronted with failures which cause the significant transients that could be encountered during startup testing. During the second week of simulator training, emergency procedures, selected of f-normal event procedures and plant accident response will be stressed. %e Advisors will be required to manipulate the controls to mitigate transients following site specific procedures. Examinations will be given following each week of simulator training. He qualifications of each Shif t Advisor will be certified by the MP&L Operator Training Evalution Committee (OTEC). The OTEC conducts a thorough review of each advisor's records, examination results, and qualifications and individually interviews each person to determine his acceptability.
MP&L is a member of the owners group for near-tenu plar:ts developing criteria for on-shif t experience for submission to the NRC.
We intend to meet or exceed that group's recommendations and are confident that our present program does this.
In addition, we intend to retain the Shif t Advisors until the following conditions are satisfied:

MP&L management is completely satisfied with shif t performance.

In summary, we have reviewed the experience and qualifications of the five Shift Advisors and have determined they are well rounded individuals with l
extensive BWR operating experience. This basic foundation is being j
supplemented by training.in a wide spectrum of areas covering CGNS ope rat ion. They have been fulfilling their advisory function on shift and have. established themselves as a part of the operating team.
Because of their knowledge, experience, and unde..tanding of nuclear safety requirements, they are a valuable asset to the shif t crews, i
