Grand Gulf Nuclear Station Units 1 and 2 Docket Nos. 50-416 and 50-417 File 0260/15601 Additional Information for Emergency Preparedness Evaluation AECM-82/167 Mississippi Power & Light Company (MP&L) has reviewed the draft Safety Evaluation Report input for Section 13.3, Emergency Preparedness Evaluation, and would like to comment on two items.

Item 13.3.2.1 deals with notification procedures involving access control of the Mississippi River by the U.S. Coast Guard. This item was addressed by a letter committment from the U.S. Coast Guard, dated October 10, 1980, which is included in Appendix D to the Grand Gulf Nuclear Station Units 1 and 2 Emergency Plan, and by AECM-81/315.

Both documents cleerly assign responsibility for notification of the U.S.

Coast Guard to the Mississippi Emergency Management Agency (MEMA).

The U.S. Coast Guard, which traditionally responds to requests from governmental agencies, will not recognize a request from MP&L regarding an offsite area over which we have no jurisdiction. Therefore, our procedures address notification of MEMA, as lead State agency, and do not address direct notification of the U.S. Coast Guard by the applicant.

Item 13.3.2.2 addresses Shift Staffing as expressed in Table B-1 of NUREG-0654, which was addressed via AECM-82/59, dated March 5, 1982.

That letter contained a typographical error in Page 2 of the attachment.

Under the heading " Repair and Corrective Actions - Mechanical Maintenance /Radwaste" there should be a "2" under the column indicating capability for additions within 60 minutes; the total for that column should be 17 rather than 16.

A corrected Table 5-1 is attached to this letter, and will be incorporated into the next revision to the Emergency Plan.
