Dear Sir or Madam:

Entergy Operations, Inc. (Entergy) requested that the Technical Specifications for Arkansas Nuclear One, Unit 2 (ANO-2) be amended to include the use of Optimized ZIRLO' for fuel rod cladding (Reference 1). Reference 2 provides the approval of the requested change.

As part of the amendment, the ten conditions listed in the NRCs final Safety Evaluation Report (SER) for Addendum 1 to Topical Report WCAP-12610-P-A and CENPD-404-P-A, Optimized ZIRLO' were addressed. Conditions 6 and 7 required Entergy to ensure that Westinghouse fulfilled a commitment to provide the NRC with data from the Optimized ZIRLO' Lead Test Assembly (LTA) programs at other facilities. As noted in Reference 1, Westinghouse provided the requested information for the first cycle prior to ANO-2 using the cladding material for the first time. Entergy committed to confirm that Westinghouse provides the additional

2CAN081004 Page 2 of 2 confirmatory data prior to subsequent cycles. The commitment continues until the average assembly burnup from the LTA program reaches the licensed average fuel rod burnup limit (60 GWD/MTU).

The purpose of this letter is to confirm that Westinghouse has continued to provide the requested information. Reference 5 provides additional information from the LTA programs in compliance with Conditions 6 and 7 of Section 5.0 of the SER related to the Optimized ZIRLO' Topical Report WCAP-12610-P-A and CENPD-404-P-A Addendum 1-A. With this additional information, the appropriate models remain applicable for Optimized ZIRLO' for three cycles of operation.

Because the data provided in Reference 5 covers three cycles of operation and includes data beyond the 60 GWD/MTU burnup limit, compliance with the aforementioned SER conditions is considered complete.
