Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Technical Specification Change Request Concerning Extended Operation with One Plant Protection System Charmel in Bypass Gentlemen:
Attached for your review and approval is a proposed Technical Specification (TS) change revising the operability requirements for the Reactor Protection System and the Engineered Safety Features Actuation System. Also attached is she Engineering Report which supports the TS change. These specifications presently allow operation of these systems in a 2-out-of-3 logic mode for up to 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, after which the afrected channel must be placed in trip. The proposed change is to allow operation of these systems in a 2-out-of-3 logic mode until the next cold shutdown if repairs cannot be made with the plant in operation. The prcposed change will modify Arkansas Nuclear One Unit 2 Technical Specifications 3/4.3.1,3/4.3.2, and 6.5.1.7.
The proposed change has been evaluated in accordance with 10CFR50.91(a)(1) using criteria in 10CFR50.92(c) and it has been determined that this change involves no significant hazards considerations. The bases for these determinations are included in the attached submittal.
Although this request is neither exigent nor emergency, your prompt review is requested.
Entergy Operations has devoted substantial resources over the past two years for the preparation of thi.i amendinent request. Also, a review of ANO-2 operating history indicates that this TS change would have prevented forced plant shutdowns and operational transients, and is therefore a significant safety and economic enhancement. Entergy Operations requests that the effective date for this change be upon NRC issuance of the amendment.
