Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Unit 2 Final Response To NRC Bulletin 90-01, Supplement 1 Gentlemen:
NRC Bulletin 90-01, Supplement 1 " Loss of Fill-Oil in Transmitters hianufactured by Rosemount," requested licensees to complete certain actions. Arkansas Nuclear One (ANO) responded in a letter dated hiarch 5,1993, (OCAN039302) with a commitment to complete the requested actions and provided a schedule for their completion. A second letter was subrnitted on April 15,1994, (0CAN049401) and provided the completion status of the requested actions. The April 15,1994, letter also stated that a final response for Unit 2 would be submitted within sixty (60) days following completion of 2R10. This letter is being submitted for Unit 2 in accordance with reporting requirement 2c of the supplement confirming that the supplement's requested actions have been completed.
Activities completed by.ANO Unit 2 include identification of Rosemount hiodel 1153 Series B and D and hiodel 1154 transmitters manufactured before July 11,1989, which are either currently installed in safety-related or ATWS applications at Unit 2 or that are available to be installed. For those transmitters currently in service, the PSI-hionth operational histories were calculated and evaluated against the surveillance requirements of the supplement. Transmitters that had not met the PSI-hfonth criterion and for which the smveillance requirements could not be met, were scheduled for replacement. Those transmitters that met the PSI-hfonth criterion, but did not meet the surveillance i
requirements, were reviewed to determine if extending the surveillance frequency to every refueling outage was the appropriate action to be' taken.
Ten (10) transmitters manufactured prior to July 11,1989, were iden+ified in high pressure applications and ~
required monthly surveillance according to the supplement. Based on a review of the safety function and alternate information available for each affected transmitter, we concluded that replacement at the next refueling outage (2R10) with a refurbished 9406280236 940622 PDR ADOCK 05000360 i

These ten transmitters were replaced during 2R10 which ended April 24,1994.
Transmitters manufactured prior to July 11,1989, which were available for installation were also evaluated. The evaluation concluded that these transmitters should either be 1
returned to Rosemount for refurbishment or removed from warehouse inventory for disposal. A total of eighteen (18) transmitters were found in inventory with serial numbers less than 500,000 having been manufactured before July 11, 1989. Thirteen have been returned to Rosemount for refurbishment. Five (5) transmitters were previously used transmitters and they have been removed from inventory for disposal. As a result of these actions, only refurbished transmitters or those with serial numbers greater than 500,000 are available for installation at ANO.
The supplement also requested licensees to evaluate their enhanced surveillance program to ensure that the program was effective in detecting loss of fill-oil. The current ANO enhanced monitoring program calibrates and trends transmitters on a refueling outage frequency. A review of the ANO program concluded that it meets the recommendations provided by Rosemount and will effectively detect loss of fill-oil. Rosemount transmitters within the scope of Supplement I continue to be trended as part of the ANO enhanced program.
The actions discussed above complete NRC Bulletin 90-01, Supplement I requested actions for ANO Unit 2. The actions for Unit I will be completed during the next Unit I refueling outage scheduled for spring 1995. Should you have any questions regarding this submittal, please contact me.
