/ Gentlemen In. letter dated December 20, 1991-(OCAN129103), Entergy Operations identified the need to modify Arkansas Nucleer One, Unit 2(ANO-2)
Technical' Specification 3.4.2. This specification currently references
-aligning the shutdown cooling system to ensure. adequate RCS overpressure
_protec_ tion in-Modes 4 and 5 when no code safety relief valves are considered operable. However, as noted. -th'e shutdown cooling system does not have sufficient relief capability to prevent an overpressure event
-under anticipated transient conditions. The proposed revision to Specification 3.4.2 would involve referencing the ANO-2 Low Temperature - ,
- Overpressure Protection (LTOP) system instead of the shutdown cooling
. system 'and would be limited to Mode 4. applicability sincu the ANO-2 LTOP valves will be enabled in Modes 5 and 6, if adequate alternate venting is not provided.

_ The LTOP valves do not currently have a Technical Specificatlon E -requirement; .however, in accordance with Generic Letter 90-06 proposed
., . Technical Specifications-for the LTOP valves were submitted in letter dated June 18. 1991 (2CAN069107)- The proposed specifica*lon will l- _ require the L'IOP valves to be in service in Modes 5- and 6 (corresponding to-aLcold--leg temperature of 200 F or less) if the RCS is not ~
sufficiently vented. ..Upon NRC review and approval of the proposed LTOP
- Technical Specification change, the ANO-2 SAR will-be updated to reflect the new LTOP setpoints. In addition, upon NRCl approval of_the LTOP L . specification change, the needed revision to Specification 3.4.2 to appropriately . reference the LTOP system and to coordinate actions with the_LTOP specification change can be performed.
