Arkansas Nuclear One - Unit 2 Docket No. 50-368 License No. NPF-6 Technical Specification Change Request Concerning Relocation of the Containment Penetration Overcurrent Device Table Gentlemen:
In a letter dated August 6,1998, (2CAN089802) Arkansas Nuclear One Unit 2 (ANO-2) proposed a technical specification (TS) change that included the relocation of TS Table 3.8-1, Containment Penetration Conductor Overcurrent Protective Devices, to ANO administrative controls. This change was proposed using the guidance contained in Generic Letter 91-08, RemovalofComponent Listsfrom TechnicalSpecifications.
The requested amendment would remove the specific lists of containment penetration overcurrent devices in ANO-2 TS Table 3.8-1 and relocate them to ANO surveillance procedures. However, during Nuclear Regulatory Commission (NRC) Staff review of the proposed change, the Staff determined that adequate controls should also exist in the ANO-2 Updated Final Safety Analysis Report (UFSAR).
Relocation of the actual overcurrent protection device table to the UFSAR was determined not to be necessary to ensure the integrity of the licensing basis with respect to the overcurrent protective devices. However, a more appropriate approach is to ensure that adequate discucsion of the ANO-2 overcurrent protection design features be provided in the UFSAR.
D, The ANO-2 UFSAR will be revised to include comprehensive discussions of each category of the containment penetration overcurrent protective devices. Additionally, as discussed in the August 6,1998, TS change request, each of the containment penetration e(
overcurrent protective devices contained in TS Table 3.8-1, have been verified to be listed hU in ANO-2 plant procedures.
These procedures are subject to the change control provisions listed in the Administrative Controls Section of the ANO-2 TS.
