Dear Sir or Madam:

By letter (Reference 1), Entergy Operations, Inc. (Entergy) proposed a change to the Arkansas Nuclear One, Unit 2 (ANO-2) Technical Specifications (TSs) that in part included a request to delete the Index from the TSs. Entergy provided clarification regarding the deletion of the Index by letter (Reference 2).

On March 24, 2005, Entergy and members of your staff held a call to discuss the proposed deletion of the Index. As a result of the call, the NRC requested information related to the distribution of copies of the TSs to organizations outside of Entergy.

The distribution process requires that each time ANO-2 receives an approved change to the TS (including a change to an index page) from the NRC or makes a change to the TS Bases under the Technical Specification Bases Control program, a transmittal form, with the accompanying changes, is sent to all controlled copy holders which include offsite organizations that maintain controlled copies of the TSs. Changes to the index pages would continue to be distributed in this manner following the approval of this amendment request.
