Dear Mr. Knighton:
lhe purpose of this letter is to set a schedule for the completion of the remaining ANO-2 ICC milestones and to discuss Core Exit Thermocouple (CET) in-containment cabling and connector qualification.
The schedule for the completion of ICC milestones is presented as Attachment 1.
The last milestone schedule, presented in our letter of July 5,1984 (2CAN078401), has been revised to incorporate the necessary additional time required to evaluate the following:
The effects of the as-installed porting and hydraulic isolators on system performance.
The plans to modify the system during the ANO-2 fifth refueling outage (2R5) which is currently scheduled for June 13 through August 1, 1986.
The results of tests initiated to confirm that the planned modifications will provide an ICC system which meets the intent of the December 10, 1982 " Order for Modification of License."
In our letter of April 15, 1983 (2CAN048306), we stated that the CET in containment cabling and connectors were qualified.
Following a more detailed review of the qualification report, we have determined that the qualification testing does not fully address all the requirements for environmental qualification.

Mr. George W. Knighton March 18, 1986 during the qualification testing to allow verification that the signal transmitted via the cabling is not altered under Design Basis Accident conditions.
A qualification program for the in-containment cabling and connectors for the CETs is presently underway.
Based on t5e fact thatethe cabling and connectors passed the previous testing, we have a high' degree of confidence that they will pass this testing; however, should they fail, there will be insufficient time to procure qualified cabling and connectors for installation during 2RS.
Therefore, if qualification of existing cabling and connectors cannot be demonstrated, the earliest opportunity for replacement with qualified components will be the ANO-2 sixth refueling outage (2R6) which is currently scheduled for February through April 1988.
In the interim, the qualified subcooling and vessel level monitors should be available. We will inform you of the qualification testing results.

y ANO-2 ICC MILESTONE SCHEDULE 1.
Submit Final Design Description - The final design description for ICC instrumentation is currently scheduled to be submitted to the NRC by April 15, 1986.
This revised milestone incorporates the necessary additional time required to evaluate:
- 1) the effects of the as-installed porting and hydraulic isolators in the incore instrument guide tube, 2) the plans to modify the system during 2R5, 3) the results of tests initiated to confirm that the planred modifications will provide an ICC system which meets the intent of the December 10, 1982 " Order for Modification of License." This schedule allows for the inclusion of necessary information to ensure that this document will reflect current design.

Approve Emergency Operating Procedure (EOP) technical guidelines -
The E0P technical guidelines are to be revised to incorporate the ICC system.
The revision is currently scheduled to be submitted to the NRC by April 15, 1986.

Complete installation of ICC instrumentation - Installation of the ICC instrumentation hardware was completed during 2R4.
However, as explained in our April 30, 1985 (2CAN048507) and January 28, 1986 (2CAN018604) letters, testing of the as-installed system indicated that hardware modifications are necessary in order to meet the intent of the order.
These modifications will be made during 2R5.

Turn on system for operator training - The ICC system is currently scheduled to be available for operator training and familiarization after modification during 2R5.

Complete ICC instrumentation functional testing and calibration -
Functional testing and calibration of the ICC system are scheduled to be completed 30 days after completion of 2RS.

Submit Implementation Letter - The ICC Implementation Letter is currently scheduled to be submitted to the NRC 60 days after completion of 2RS.
7.
Approve plant-specific installation and E0P technical guidelines - This milestone is based on NRC schedules.
8.
Prepare revisions to plant operating procedures and emergency procedures and complete procedure walk-through - Revisions to plant operating procedures and emergency procedures to incorporate details of the use of the ICC system are to be completed after NRC approval of the plant-specific installation and the E0P technical guidelines.
Procedure walk-through will be ccipleted concurrent with procedure revision.
9.
Implement modified operating procedures and emergency procedures - Full implementation of operating procedures and emergency procedures is currently scheduled to be completed after procedure revisions have been made and procedure walk-through has been completed.
