Letter to the NRC dated February 9, 2004, "Licenses Amendment Request to Remove the Pressurizer Heatup and Cooldown Limits" (2CAN020401)

Dear Sir or Madam:

By letter (Reference 1), Entergy Operations, Inc. (Entergy) proposed a change to the Arkansas Nuclear One, Unit 2 (ANO-2) Technical Specifications (TSs) to remove the pressurizer heatup and cooldown limits from the TSs.

On March 1, 2004 Entergy and members of your staff held a call to discuss the licensee controlled document where the TS information will be relocated. Upon approval of the proposed change the pressurizer heatup and cooldown rates, the associated action and surveillance requirement, and the bases will be relocated to the Technical Requirements Manual (TRM), which is administered as part of the Safety Analysis Report (SAR). Changes to the TRM are subject to the criteria of 10 CFR 50.59, "Changes, Tests, and Experiment."

There are no technical changes proposed. The original no significant hazards consideration included in Reference 1 is not affected by any information contained in the supplemental letter. There are no new commitments contained in this letter, however, for clarity the wording of the original commitment will be modified.

If you have any questions or require additional information, please contact Dana Millar at 601-368-5445.
