Dear Sir or Madam:

By letter (Reference 2), Entergy Operations, Inc. (Entergy) proposed an Operating Licensing condition relating to the first performance of assessment and testing requirements associated with Technical Specification Task Force (TSTF)-448, Revision 3. Entergy proposed to adopt TSTF-448 by letter dated October 22, 2007 (Reference 1).

During review of the proposal, the NRC noted that the referenced surveillance requirement (SR) contained in the proposed Operating License condition was incorrect. The correct reference should be to SR 3.7.9.4, which incorporates requirements for compliance with the Control Room Envelope Habitability Program. Therefore, Entergy is submitting a revised markup of the Operating Licensing condition in Attachment to this letter.

The correction of the aforementioned typographical error as provided in the Attachment does not invalidate the No Significant Hazards Considerations associated with the original ANO-1 submittal (Reference 1).

(10) Upon implementation of Amendment xxx adopting TSTF-448, Revision 3, the determination of control room envelope (CRE) unfiltered air inleakage as required by SR 3.7.9.4, in accordance with Specifications 5.5.5.c.(i),

5.5.5.c.(ii), and 5.5.5.d, shall be considered met. Following implementation:

1. The first performance of SR 3.7.9.4, in accordance with Specification 5.5.5.c.(i), shall be within 15 months of the approval of TSTF-448. SR 3.0.2 will not be applicable to this first performance.
2. The first performance of the periodic assessment of CRE habitability, Specification 5.5.5.c.(ii), shall be within 15 months of the approval of TSTF-448. SR 3.0.2 will not be applicable to this first performance.
3. The first performance of the periodic measurement of CRE pressure, Specification 5.5.5.d, shall be within 15 months of the approval of TSTF-448. SR 3.0.2 will not be applicable to this first performance.
3. This renewed license is effective as of the date of issuance and shall expire at midnight, May 20, 2034.
