Arkansas Nuclear One - Unit 1 Docket No. 50-313 License No. DPR-51 CRDR Final Summary Report Gentlemen:

AP&L submitted the Control Room Design Review (CRDR) program plan for ANO-1 by our letter dated November 25, 1983 (0CAN118310).

The actual review effort began in February 1984.

In response to a request by the NRC in a letter dated March 6, 1984 (0CNA038415), AP&L provided additional details regarding the schedule, scope and preliminary results of the CRDR program during a meeting with the NRC staff in Bethesda, Md. on May 2, 1984.

A summary of this meeting was documented in Mr. Guy Vissing's letter to AP&L dated June 7,1984 (SCNA068426).

Subsequent to that meeting, the NRC issued confirmatory orders on June 14, 1984 (0CNA068421) which confirmed the previously committed schedule to submit the ANO-1 CRDR Final Summary Report to the NRC by August 14, 1985.

AP&L is pleased to submit the ANO-1 CRDR Final Summary Report.

This report represents the methodology, findings and conclusions from the ANO-1 CRDR.

AP&L has expended in excess of $600,000 to date to produce this report.

As described in our last NUREG-0737 Supplement 1 update letter, dated May 7, 1985 (0CAN058504), a phased approach is planned for resolution of the human engineering discrepancies (HEDs) that may require corrective action.

This phased approach is based on achieving a consistent, coherent and effective interface between the plant operators and the control room through an iterative process of the selection and verification of corrective actions.

This phased approach also provides an integrated use of limited resources, recognizing the commitments already identified regarding design changes associated with NUREG-0737 Supplement 1 and other issues.

This approach should assure the identification and implementation of appropriate actions in an orderly and integrated fashion.

This approach is further defined in Section 8.2 of the ANO-1 CRDR Final Summary Report.

,- August 14, 1985 AP&L plans to provide six-month status reports to the NRC which will identify HED resolution details, corrective actions and schedules as they are finalized.

This is the most practical way to keep the NRC informed of HED resolution status during the iterative evaluation process.

The ANO-1 CRDR Final Summary Report represents a documentation of activities associated with AP&L's ongoing commitment to the practical application of human factors principles as required for the continued safe operation of ANO-1.

As discussed in Section 1.2 of this report, AP&L has previously made several control room improvements based on operational experience gained.

As a result e

of the CRDR effort, a formal human factors evaluation process has been i

implemented for all future control room related design changes.

Therefore, the philosophy of the practical application of human factors principles will continue and has been reinforced by the CRDR effort.

Due to the expense associated with the reproduction of the ANO-1 CRDR Final Summary Report, four copies have been submitted for your review.
