" Service Water Problem: Affecting Safety-Related Equipment" for Arkansas Nuclear One, Units 1 and 2 (ANO-1 and 2) on January 26, 1990 (OCAN019012).
In Attachment 4 of this reponse, a list of ANO-1 safety-related coolers was provided for which thermal performance testing would be accomplished. This list included the ANO-1 Makeup Pump Room Coolers (VUC 7A, 7B and 7C) where the Thermal Performance Testing method would be applied.
In a subsequent response dated November 20, 1990 (ICAN119010), we notified the NRC that the ANO-1 Makeup Pump Room Coolers were being removed from the Generic Letter 89-13 testing scope based on a modified calculation which indicated that these coolers were no longer required for safe reactor shutdown or accident mitigation, llowever, as part of the ongoing ANO Design Configuration Documentation Project, it was discovered that certain environmental qualification (EQ) considerations were not properly applied in the ANO calculation which a
governs post accident makeup pump room temperatures.
Subsequent calculations have datermined that one room cooler is needed to maintain sufficient room temperatures (two required for single failure complianec). As a result, under certain worst-case post-LOCA conditions, the temperatures in the makeup pump rooms could exceed-the EQ temperature limits needed to protect certain safety-related pumps and components without additional cooling from the associated room coolers.
This concern was addressed through the ANO condition reporting proctss.
Even though a period of time existed where these coolers were not credited for accident mitigation and safe shutdown, sufficient cooling and redundancy was maintained through pump room coolers VUC 7A and 7C to reduce the room temperatures to acceptable limits, if required.

o U. S. NRC March 20, 1992 Page 2 Regarding our proposed actions for compliance with Generic Letter 89-13, Entergy Operations will be reinstating these coolers in our service water heat exchanger thermal performance testing program.
Makeup pump room coolers VUC 7A and 7C are operational and meet the support system requirements for maintenance of pump room temperatures.
In accordance with the schedule provided in our January 26, 1990 response, thermal performance testing will be conducted on these makeup ptunp room coolers during the IR10 refueling outage currently underway.
Cooler 7B is currently i?.anged out of service due to needed repair of the heat exchanger tubing. At the time that this cooler is returned to service, ANO will begin conducting thermal performance testing consistent with its complimentary coolers.
Based on the above actions, we believe that we have taken satisfactory actions to comply with the intent of our previous connitments for Generic Letter 89-13.
This matter has been discussed with Mr. Tom Alexion, ANO-1 NRC Project Manager.
