Force-on-Force Position Arkansas Nuclear One - Units 1 and 2 Docket Nos. 50-313 and*50-368 License Nos. DPR-51 and NPF-6
Dear Sir or Madam:
By letter dated November 9, 2009 (OCNA1 10902), the NRC issued Arkansas Nuclear One (ANO) a preliminary greater than green finding associated with the recent Force-on-Force (FOF) exercise. Before the NRC makes a final significance determination, the November 9, 2009, letter offered Entergy the opportunity to (1) attend a regulatory conference, or (2) submit Entergy's position on the finding to the NRC in writing within 30 days of receipt of the letter. Entergy informe4 Mr. Clay Johnson who was acting for Mr. Mike Shannon, Chief Plant Support Branch-I, on November 18, 2009, of Entergy's intention to submit a written response. Entergy also requested additional time beyond the 30 days and was granted until December 18, 2009, to respond. Attachment 1 provides Entergy's position on ANO's preliminary greater than green finding related to the FOF exercise. Attachment 1 concludes that a greater than green finding is not warranted. The November 9, 2009, correspondence also identified two cross-cutting aspects of the cited violations. It is Entergy's position that these cross-cutting aspects are not applicable, and a justification for this position is provided in Attachment 2.
The enclosed material in Attachments 1 and 2 describe current security measures and are considered to be safeguards information as defined by 1 OCFR73.21; therefore, the enclosed material should be handled accordingly.
