Gentlemen:

In accordance with 10 CFR 71.12, please register Arkansas Power & Light Company as a user of the following radioactive materials shipping cask:

Arkansas Power & Light Company is the holder of NRC License Nos. DPR-51 and NPF-6 issued persuant to Chapter 1 of Title 10, Code of Federal Regulations.

Our plans are to utilize the above cask on or about November 17, 1981.

Historically, AP&L waited for written approval from NRC before using a cask.

But we now understand from a 9-29-81 conversation with your Mr.

Richard H. Odegaarden in the Transportation Certification Branch of the Division of Fuel Cycle and Material Safety that NRC does not consider it mandatory for us to have in hand a letter which states we are indeed an NRC-recognized user of a particular cask prior to its first use by us.

We understand that NRC considers it sufficient for us to request (i.e.,

notify) in writing to be registered as a user of a particular cask persuant to 10 CFR 71.12 and that the postmark on the envelope will be considered as the ef fective date of our authorization.
