SUMMARY
OF MANAGEMENT ACTIONS GeneralInformation During the first 6-month period of 1998, the average population granted unescorted access at ANO was 1943 individuals. A total of 514 random drug tests were performed during the testing period which equated to a random testing rate of 26.5%.
There were 1770 individuals drug tested from which 31 substances were confirmed as positive.
Including 4 refusals, the testing failure rate (% positive) was 1.98%.
When interpreting the overall results, note that two individuals confirmed positive for more than one substance, and one of the four individuals who refused a drug screen also first confirmed positive for alcohol. 'Although the number ofindividuals remained fixed, for reporting substances this situation resulted in counting three additional positives.
There were five (5) for-cause drug tests. Two Entergy employees had negative test results and one of them was referred for a management mandated EAP evaluation. A third Entergy employee showed presence of a substance and a fourth confirmed positive for a substance. They were both referred for mandatory EAP evaluation. One had previously been a temporary foreman, but not during the period under investigation. A contractor confirmed positive for two substances, was denied access, and referred to his management.
Four (4) contractors refused drug testing. After a posnive alcohol test during pre-access testing, one individual then refused to provide a urine sample for chemical testing. A second individual during pre-access testing provided an unacceptably low temperature urine sample and refused to l
provide a second sample. A third individual during in-processing refused to cooperate and provide a for cause test specimen. The founh individual, which already had unescorted access, l
was required to report to FFD and submit a for cause specimen due to supervisory concerns; the individual refused to cooperate and left site.

One of the suspicious samples investigated on a contractor resulted in an ANO policy violation L
when Limit ofDetection (LOD) testing confirmed the presence of an illegal substance.
I Pronram Initiatives l
Plans were initiated with Human Resources to clarify overlapping areas of responsibility for EAP issues and to construct a teaching module that better prepares supervisors when faced with decisions about employee behavior.

Attochment to OCAN089803 Page 4 of 4 An improvement for dipstick testing suspicious and presumptive positive samples was made in March.- In addition to testing nitrates, newly purchased AdultaCheck strips test for creatine, glutaraldehyde, and pH.
Appeals During this period there were three appeals all of which were denied.
NRC Reportable Events There were no FFD events that met the NRC 24-hour telephonic reporting requirement.
