Emergency Plan On-Shift Staffing Analysis, Revision 2 Arkansas Nuclear One - Units 1 and 2 Docket Nos. 50-313, 50-368, and 72-13 License Nos. DPR-51 and NPF-6 In accordance with 10 CFR' 50.4(b)(5), 10 CFR 50.54(q)(5), 10 CFR 72.4, and 10 CFR 72.44(f),

the Arkansas Nuclear One ,(ANO) Emergency Plan (EPlan) On-Shift Staffing Analysis (OSA) has been revised and is included in attachment to this letter.

ANO has a five-member fire brigade. An additional operator was previously added to each shift to act as the 5th fire brigade member, replacing the previous reliance on a security officer to fill this position. Revision 40 of the ANO EPlan and Revision 1 of the OSA captured this change; however, additional references to the security officer were later identified in the OSA. OSA, Revisio*n 2, (attached) replaces the remaining security officer references with the appropriate reference to an operator, along with necessary supporting administrative changes (see OSA Pages 2, 102, 108, and 114). No actual staffing changes result from this OSA revision.

10 CFR 50, Appendix E, Section IV.A.9, establishes the OSA as part of the EPlan. NRC NSIR/DPR-ISG-01, "Emergency Planning for Nuclear Power Plants,"Section IV.C, also speaks of staffing analyses as part of the EPlan. Pursuant to 10 CFR 50.54(q), a screening and/or evaluation of the changes to the ANO OSA was performed. The screening and/or evaluation concluded that the changes do not reduce the effectiveness of the EPlan, and the EPlan continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.
