Gentlemen:
In accordance with 10CFR50.4, enclosed is the original plus 3 copies (Copy Nos.1-4) of Revision 35 to the Arkansas Nuclear One (ANO) Industrial Security Plan (ISP). Copies 5 and 6 are submitted to Region IV.
This revision includes changes to reflect alternative compensatory measures that could be used if the normal protected area security equipment and systems failed.
These changes were approved as amendments 183 and 172 (OCNAl29513) to the ANO-1 and ANO-2 facility operating licenses, respectively.
This revision also includes deletion of a commitment to require a formal debriefing to refresh the memory of a terminating employee about the implications of unnecessary discussions about site security. In section 1.3.2 of the ISP, the following statement has been deleted:
"Upon termination of employment, ANO employees shall be given a security debrief." The justification for this change is as follows. At the time the commitment was made, there was no formal procedure in place that provided users of safeguards information with detailed instructions and responsibilities regarding the unauthorized disclosure of safeguards information. A site administrative procedure has since been implemented which provides users with sufficient instructions concerning their responsibilities.
Finally, section 12 of the ISP was revised in Revision 34 to provide additional guidance on audit intervals and security procedures. By letter dated October 12,1995 (0CNA109506), the NRC objected to the flexible guidance described in section 12.
Generic Letter 95-08, "10CFR50.54(p) Process for Changes to the Security Plans Without Prior NRC Approval,"
dated October 31,1995 (0CNA109517), was issued to clarify the procedures used by licensees to process 10CFR50.54(p) changes to security plans. The previous revisions to section 12 have been reviewed against this generic letter and found to be acceptable.

-January 10,1996 0CAN019601 Page 2 In accordance with 10CFR50.54(p), Entergy Operations has determined that the changes do not decrease the safeguards effectiveness of the ISP; therefore, prior NRC approval is not required.
The attached material describes current security measures and is considered to be safeguards information as defined by 10CFR73.21; therefore, the attached information should be handled accordingly.
