The licensees
10 CFR 50.59 safety evaluation performed to incorporate the results of the
Transient Stability Study of the Offsite Power System into the
Updated Final Safety Analysis Report (
UFSAR) Section 8.2.2.2 did not provide an adequate technical basis to support the determination that an unreviewed safety question did not exist. Specifically, the
10 CFR 50.59 did not address the increase in the probability of occurrence of a malfunction of the loss of voltage relay for Case Study Six of the
Transient Stability Study; and it did not provide an adequate technical basis to support the conclusion in the
UFSAR that the requirements of
10 CFR 50, Appendix A, General Design Criterion 17 would still be met for the grid conditions evaluated for Case Study Six. A non-cited violation was identified.
