An RPS actuation occurred on 12/23/84 at 5:31 am during fuel loading operations. All rods were already fully inserted into the core.

The actuation was' caused by an upscale trip on one channel of the.

Fuel Load' Chambers (FLC "A") while moving the refueling bridge hoist with no fuel attached to the hoist. It was later verified that operation of the hoist was producing electrical noise causing spurious signals in the FLC. FLC "A" was' bypassed and replaced by

FLC "D".

The RPS system performed as required. All other systems operated as required.

,anC r a$uwnn On December 23, 1984 at 5:31 am a RPS actuation occurred during fuel loading operation. The initiating event was an upscale trip on SRM "A" channel.

This channel was connected to the "A" Fuel Load Chamber (FLC) for the initial phases of fuel loading. Just prior to the RPS actuation, the tenth fuel bundle had been loaded into the core and put in location 25-32 (The

- "A" FLC was in position 17-28). At the time of the RPS actuation, no fuel was being moved, however, the main hoist of the refueling platform was being repositioned. The operators carried,out all required actions for an RPS actuation. No ECCS systems were challenged or required. The RPS system operated as designed. Recorders for the FLCs and periods indicated stable counts and stable infinite period. The 1/m plots were reviewed and verified that the plots did not predict criticality for the bundle inserted prior to the scram, or for the next bundle to be inserted in the core.

The RPS actuation was reported to the NRC in accordance with 10CFR50.72 at 6:57 am.

Based on the information available (i.e., Refuel Platform Hoist Movement, "A". Channel SRM Upscale Trip / Scram, Stable Counts) it appeared the FLC "A" upscale trip occurred due to electronic noise interference in the FLC "A" circuitry caused by the movement'of the refuel platform hoist. The FLC "A" channel was bypassed, and the hoist moved up and down. This resulted in a countrate jump of 1000 cpm and a high period alarm for the "A" FLC.

The "A" 7LC was left bypassed, and replaced in its core location by the "D" FLC. Fuel loading recon nenced. No further problems have been experienced. On January 8th-18th the SRMs were made operable thereby eliminating the requirement for the FLCs. No further corrective action is required.
