| Description | The inspectors identified an unresolved item related to the mission time of the TDAF
pumps. The licensee assumed a four hour mission time for the TDAFW pump; however TS requirements for the condensate storage tank, which provides the inventory for th TDAFW pump, requires a nine hour water inventory. The inspectors could not resolve the discrepancy during the inspection period. While reviewing inoperability of Cook TDAFW pump room coolers, the inspectors noted that the licensee had calculated that as long as the room temperature remained below 110F, room temperature would not challenge pump operability for four hours. The inspectors recognized that current technical specification bases establish condensate storage tank inventory sufficient for 9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br /> of AFW use. The inspectors inquired as to the difference between condensate storage tank inventory requirements and AFW mission time. While the licensee provided technical data to support AFW capability to mitigate that accident, the data provided did not address AFW mission times to cool the plant down to RHR entry criteria. Subsequent review by the inspectors of the licensing basis has yet to resolve the required mission time of the TDAFW pumps. The licensee has provided additional perspective on their position of a 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> mission time; however, the information provided raises additional questions that require review. The inspectors concluded that a safety concern does not exist because all room coolers are operable and reasonable assurance exists that the TDAFW can run indefinitely. Therefore, until the inspectors can determine the license basis for TDAFW pump mission time, this issue is an URI.
