Description

The following violation of very low safety significance (Green) was identified by Exelon and is a violation of NRC requirements which meets the criteria of the NRC Enforcement Policy for being dispositioned as a NCV. From 2010 to 2014, PBAPS made a total of 18 shipments of radioactive waste for disposal to the Energy Solutions Clive, UT facility, which contained category 2 levels of radioactive material quantity of concern (RAM-QC), but did not implement transportation security plan for these shipments, which is contrary to the requirements of 10 CFR 71.5 and 49 CFR 172, Subpart I, Safety and Security Plans. This PD adversely affected the Public Radiation Safety cornerstone attribute of Program and Process based on inadequate procedures associated with the transportation of radioactive materials. This issue was documented in Exelons CAP as assignment reports 02484424, 02487034, and 02490534.
