Items of Interest Week Ending October 29, 2021 NRC Conducts Public Meeting on NuScale Emergency Planning Zone Sizing Methodology Topical Report On October 27, 2021, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting with NuScale to discuss proposed request for additional information (RAI) responses on use of the probabilistic risk assessment (PRA) and accident dose analysis in the risk-informed NuScale emergency planning zone sizing methodology topical report. The staff presented conditions of use to resolve RAIs regarding PRA technical acceptability and uncertainty. The staff also presented a creative and innovative approach to screening seismic events using site-specific seismic hazard information and NuScale component seismic fragilities. Some of the details of this approach were presented in a closed meeting.

NRC Conducts Public Meeting on University of Illinois at Urbana Champaign Testing Facility On October 27, 2021, staff held a public meeting with the University of Illinois at Urbana Champaign (UIUC) to discuss UIUCs regulatory engagement plan for submitting a construction permit application for a testing facility in 2023. UIUC plans to build a microreactor for research and development and to provide electricity and steam to part of the campus. Representatives from UIUC and Ultra Safe Nuclear Corporation presented on facility siting, environmental review, reactor design, and proposed pre-application engagement activities. Approximately 50 members of the public attended the meeting.

NRC Conducts Public Webinar on Part 53 Preliminary Proposed Rule Language On October 26, 2021, the NRC staff held a public webinar to provide an opportunity for an information exchange with external stakeholders on the NRCs development of the Part 53 preliminary proposed rule language for advanced nuclear reactors. This meeting focused on new preliminary proposed rule language for Subpart F, Requirements for Operations, related to staffing, training, personnel qualifications, and human factors requirements. To support the meeting discussion the NRC staff released a Discussion Table for the proposed rule sections of Subpart F (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21267A006). Approximately 100 stakeholders attended the meeting, including representatives from Nuclear Energy Institute, U.S. Nuclear Industry Council, Union of Concerned Scientists, Uranium Watch, and advanced reactor developers. Specific topics of discussion included the use of certified (non-licensed) operators, scope of covered safety functions, and applicability of the subpart to light water reactors.

NRC Issues Closeout Letters Regarding Design Vulnerability in Electric Power Systems On October 27 and October 28, 2021, the NRC staff issued the closeout letters regarding Bulletin 2012-01, Design Vulnerability in Electric Power System (ADAMS Accession No. ML12074A115),

for the McGuire Nuclear Station, Units 1 and 2 and St. Lucie Plant, Unit Nos. 1 and 2 (ADAMS Accession Nos. ML21293A026 and ML21281A012, respectively). The staff reviewed the information submitted by the licensees and the results of NRCs inspections in reaching its closeout conclusion.

Items of Interest Week Ending October 29, 2021 NMSS Staff Approved a One-Time Extension for Conducting the 2021 Evaluated Emergency Response Exercise for BWXT Nuclear Operations Group, Inc.

On October 26, 2021, the staff approved the BWXT Nuclear Operations Group, Inc. -

Lynchburg (BWXT NOG-L) request for a one-time extension for conducting the 2021 biennial evaluated emergency exercise for its fuel fabrication facility located in Lynchburg, Virginia (ADAMS Accession Package ML21286A610). BWXT NOG-L requested this exemption because the local COVID-19 conditions prevent them from safely conducting the biennial exercise as planned. The emergency exercise must be held by September 30, 2022.

NMSS Staff Approved a One-Time Extension for Conducting the 2021 Evaluated Emergency Response Exercise for Nuclear Fuel Services, Inc On October 28, 2021, the NRC staff approved the Nuclear Fuel Services, Inc. (NFS), request for a one-time extension for conducting the 2021 biennial evaluated emergency exercise for its fuel fabrication facility located in Erwin, Tennessee (ADAMS Accession Package ML21291A210).

NFS requested this exemption because the local COVID-19 conditions prevent them from safely conducting the biennial exercise as planned. The licensee committed to holding the emergency exercise by June 30, 2022.

Reporting Requirements for Nonemergency Events at Nuclear Power Plants:

Public Meeting; 10 CFR Part 50 [NRC-2020-0036; RIN 3150-AK71]

On October 29, 2021, the U.S. Nuclear Regulatory Commission (NRC) published notice in the Federal Register (86 FR 59887) announcing plans to hold a public meeting to discuss a rulemaking activity related to reporting requirements for nonemergency events at nuclear power plants. The purpose of the meeting is to provide information on the background and status of the rulemaking and to obtain input from interested stakeholders. The public meeting will be held on November 4, 2021.
