. This report transmits the findings of the safety inspection conducted by NRC inspectors at the
j
- Calvert Cliffs Nuclear Power Plant from December 13 to January 30,1999. The enclosed report
i
presents the results of that inspection. At the conclusion of the inspection, these findings were
-
discussed with Mr. Katz and others of your staff.
l

Overall, the NRC has concluded that your facility was operated in a safe manner. Your conduct of
activities was generally characterized by safety-conscious operations, sound engineering and
l
maintenance, and careful radiological controls.
!
i
However, the NRC has determined that a violation of NRC requirements occurred. The issue was
- the failure of maintenance workers to tighten bolting for the service water heat exchanger
!
strainers prior to returning the strainers after performing corrective maintenance. Tightening the
bolting was required by the m intenance procedure to ensure system integrity. Our inspectors
!
identified the loose bolting during a system walkdown a few days after the maintenance.
i
The NRC has concluded that information regarding the reasons for the violation, the corrective
!
action taken and planned to correct the violation and prevent recurrence is already adequately
i
addressed in the enclosed report. Therefore, you are not required to respond to this letter unless '
l
the description therein does not accurately reflect your correctiva actions or your position.- In that
case, or if you choose to provide additional information, you should follow the instructions
,
specified in the enclosod notice.
