TELEPHONE NUMBER (320) 224-0303 07/02/2019 This was an unannounced routine inspection of a non-destructive testing company authorized to use radioactive material for industrial radiography at field stations in Beresford, South Dakota and Gary, Indiana, and at temporary job sites throughout NRC jurisdiction.

At the time of the inspection, the licensee stationed one crew in Gary, and two crews in Beresford.

The crew in Gary performed radiographic testing on bridge components on the premises of Industrial Steel Construction, starting between 4:30 pm and 6:00 pm daily. The Beresford crews performed mostly call-out work and occasional testing on shop premises.

The licensee's RSO was based at the company's main office in St. Paul, Minnesota.

PERFORMANCE OBSERVATIONS The inspector observed the conduct of radiographic operations by the licensee's crew at ISC in Gaty. The crew routinely worked evenings at the site to minimize the potential for exposure to members of the public, as the facility was heavily staffed during the day. The inspector noted the satisfactory set-up and control of various restricted area boundaries during these operations, as supported by independent and confirmatory surveys. The inspector also noted adequate compliance with physical presence requirements for radiographic operations.

Through interviews, the inspector found that the radiographer and his assistant were knowledgeable of radiation protection principles, licensee procedures and regulatory requirements, and that their dosimetry and survey instruments were calibrated, operable, and properly utilized.

The radiographic exposure device they utilized, a QSA 880D, was likewise in good condition and properly labeled. While at this location of use, the inspector reviewed a selection of records, including documentation of sealed source and DU leak tests, quarterly equipment maintenance, radiographer audits and refresher training, facility audits, and personnel dosimetry, which reported maximum whole-body exposures of 1,891 millirem in 2017 and 413 millirem in 2018 through May 31. During the period of in-office review, .the inspector interviewed the licensee's RSO to discuss the licensee's oversight of the program, and reviewed a selection of additional records not available during the on-site inspection, including radiographer and facility audits for the Beresford location.
