DATE(S) OF INSPECTION July JO, 2018 The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Nuclear Regulatory Commission (NRG) rules and regulations and the conditions of your license. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.

The inspection findings are as follows: Based on the inspection findings, no violations were identified.

PROGRAM SCOPE This was a routine, unannounced inspection (in continuation of inspection efforts of IR 2018001) of a large state government DOT agency authorized to use portable moisture/density gauges for road construction projects.

The licensee was authorized by License Condition 10 to designate and maintain a list of its field offices in the State of Missouri.

This inspection reviewed the licensee's field offices in St. Louis, Chesterfield and St. Charles. Each field office had a designated individual who served as the local RSO. The licensee did not perform any service or maintenance activities on its gauges; these services were performed by the manufacturer.

Each gauge unit was stored utilizing two barriers in accordance with the requirements in 10 CFR paragraph 30.34(i).

Gauge users were issued the keys to the gauges from the respective field office RSO. Each gauge user must also complete the utilization out sheet which informed the office of the location of the job site where the device would be used. The licensee specifically instructed the gauge users not the leave the device unattended while at a job site. Gauges were also required to be returned to the office upon completion of the shift. During this inspection, the NRC inspector toured the storage area at each field office where the gauges were kept when not in use; performed radiation surveys around the devices; reviewed selected records; and interviewed selected licensee personnel.

The gauge users confirmed that the shipping papers were visible and within reach during transport.

The gauge users informed the inspector how the devices were blocked and braced in the rear of the vehicle and confirmed that the devices were not transported within the passenger compartment.

At the time of this inspection, the gauges were not in use therefore, no field inspection was performed.

No violations ofNRC requirements were identified during this inspection.
