Minor Violation Discussion: (4/16/18; 11:25) While updating the Reciprocity Tracking List, I noted that Craig Gordon had not performed an inspection of the licensee in March 2018. A review of the submitted NRC 241 dated February 26, 2018, determined that Box 13 end date of June 1, 2018, was replaced by March 31, 2018, by NRC staff. This usually indicated that the licensee was only permitted to work through the substituted date. I called the licensee and asked if any work had been performed in April. Mr. Billington stated that work had been performed in April but he believed that it had already been authorized. I stated that from what I could see of the NRC Form 241, that may not be the case and requested that he submit an NRC Form 241 with his expected work dates in April. Mr. Billington called Sheryl Villar for additional instructions prior to submitting the NRC Form 241. In the meantime, it was brought to my attention by Ms. Villar that the June 1, 2018, date in Block 13 should not have been replaced. There was an attachment with 28 expected days of work from March 1, 2018 - June 1, 2018. A comparison of the two lists showed that two additional days of work had been performed but not requested by the licensee, i.e., April 10 and 11, 2018. After speaking with Arthur Burritt, Branch Chief, and Craig Gordon, it was determined that the above should be treated as a minor violation and the matter discussed with the licensee. I called Mr. Billington of NRCs managements decision about the failure to file an NRC Form 241 for days of licensed activities not covered in submitted 241s. Mr. Billington stated that he would set up a calendar with the dates his client wants his company to work and whenever additional requests come in, he would consult the calendar and determine whether a new 241 needed to be submitted. I thanked him for the information, that his proposed actions would be documented, and that his proposed actions would be examined during a future inspection.

Action Required: Examine licensees records for additional non-reported dates.
