Dear Mr. Deyo:
This is in response to your letter dated November 22, 1978 in which you requested, pursuant to the Freedom of Information Act, documents relating to the granting of an exemption to 20 reactors from Design Criteria 50.
Your letter was received by the Office of Administration on November 28, 1978.
In accordance with NRC flanual Chapter-0123, Section 038, the Director of the Office of Nuclear Reactor Regulation is delegated the authority, by the Commission, to grant exemptions from NRC regulations or impose special conditions on licenses of utilization facilites. A copy of NRC Hanual Chapter-0123 is enclosed.
