Dear Mr. Frankel:

This is in response to your letter dated October 18, 1978 in which you requested, pursuant to the Freedom of Information Act, a copy of winning proposal submitted in response to NRC RFP-RES-78-192 entitled, " Post Licensing Studies of the Socioeconomic Impacts of Nuclear Power Station Siting." You letter was received by the Office of Administration on October 24, 1978.

In an October 24, 1978 telephone conversation with Mr. Stephen Isaacs of NRC, you agreed to limit your request to the non-proprietary portions of the proposal.

The technical proposal is enclosed. In a November 7 telephone conversation with Mr. Isaacs you agreed to bear the costs of reproduction. The charge for reproducing records not located in the NRC Public Document Room is ten cents ($0.10) per page, as specified in 10 CFR 9.14(b), a copy of which is enclosed. Accordingly, the cost of reproducing the enclosed 166 pages is $16.60. ,
