Dear Mr. Young:

This is in response to your letter dated August 25, 1978 in which you requested, pursuant to the Freedom of Information Act, a copy of the proposal submitted by Ebasco Service, Inc., in response to NRC RFP RS- '

77-44 entitled " Electrical and Instrumentation Technology and Codes Training."

In response to your request, a copy of the released portions of the proposal are enclosed.

The documents listed in Appendix A are considered confidential business I (proprietary) information by the Ebasco Service, Inc. , and are being of the Freedom withheld from public disclosure p(ursuant to exemption (4of Information Act l Commission's regulations.

i Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been '

determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest. The persons responsible for this denial are the undersigned and Mr. Edward L. Halman, Director, Division of Contracts.

i This denial may be appealed to the Commission's Executive Director for i l Operations within 30 days from the receipt of this letter. As provided  !
