UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 November 25, 2019 ALL AGREEMENT STATES, OPPORTUNITY TO COMMENT ON DRAFT NUREG-2155, REVISION 2, IMPLEMENTATION GUIDANCE FOR 10 CFR PART 37, PHYSICAL PROTECTION OF CATEGORY 1 AND CATEGORY 2 QUANTITIES OF RADIOACTIVE MATERIAL (STC-19-075)

Purpose:

To provide Agreement States the opportunity to comment on the Office of Nuclear Material Safety and Safeguards draft NUREG-2155, Revision 2, Implementation Guidance for 10 CFR Part 37, Physical Protection of Category 1 and Category 2 Quantities of Radioactive Material.

Background:

The U.S. Nuclear Regulatory Commission (NRC) is revising questions and answers; and revising guidance related to general provisions in the rule, background investigations and access authorization programs, and physical protection requirements during use and in transit. The NRC published NUREG-2155, Revision 1 in January 2015. The document is intended to provide guidance on, and to assist applicants and licensees in, the implementation of Title 10 of the Code of Federal Regulations (10 CFR) Part 37, Physical Protection of Category 1 and Category 2 Quantities of Radioactive Material. This document describes methods that the NRC finds acceptable for implementing the regulations.

Discussion: NUREG-2155, Revision 1 was updated by a working group comprised of NRC technical and legal staff and Agreement State representatives to discuss safety culture, protection of sensitive information, and changes in regulatory policies and practices. The notice announcing the availability of the draft volume for comment was published in the Federal Register (84 FR 64113) on November 20, 2019:
