Enclosed is the U.S. Nuclear Regulatory Commission's (NRC) Year 2000 status report 8,s of August 15,1997, Our Year 2000 program continues to advance and is on track to meet our agency's milestones. The assessment of oui mission-critical systems was completed.

Although the NRC interim milestone dates do not maten the OMB target dates, the NRC milestories are based on a detailed action plan that I am confident will result in completion of L

I the work necessary to have NRC's systems Year ' 000 compliant by the final OMB milestonc

- date of November 1999. Additionally, we are taking steps to accelerate our sfforts for our

' mission-critical systems so that our interim milestone dates for those systems will more f closely align with the OMB target dates. .

We have identified a total of seven mission-critical systems, of which four require repair and L

three require replacement. Of the four requiring repair, one is being renovated, two will be renovated as soon as current activities to acquire contractor resources are completed, and the fourth will be renovated upon receipt of a vender software tpdate. Of the three mbsion.

like to highlight our progress regarding other activities related to the Year 2000 problem:

- As part of our regulatory responsibilit'es, we have issued an information notice _to all of our licensees to alert them to the Year 2000 problem and to encourage them to take actions to examine and evaluate their software systems. We also met with a

  • representative of the Nuclear Energy' Institute (NEI) and participated in the Nuclear
Utility So*tware Management Group (NUSMG) to discuss our concems about how the -

nuclear industry is addressing the Year 2000 problem. As a result, the NEl has agreed to lead a task group of NUSMG members to establish procedures tc ensure that nuclear utility software systems are Year 2000 compliant. Also, to facilitate communication between the NRC and its licensees on these matters, we established La World Wide Web page and a list server on the Intemet.

  • To ensure tuat the software and the hardware that we have acquired from commercial -,

sources is Year 2000 compliant, we are continually searching on!ine databases, accessing vendor information over the Intemet, and talking directly to software vendors. As a result, we have started to replace non-compliant products. In addition, we are adding to our information technology acquisition contracts to require that all products, as delivered, are Year 2000 compliant, if you would like a more in-depth discussion of the status of our Year 2000 program, the agency's Chief Informaticn Officer and our Year 2000 Program Manager are available to meet with members of your staff at your convenience.

I Status of the Nuclear Reaubtory Commission's Year 2000 Efforts

1. graanizational Responsibilities. Describe how your Department /Agencyls organized to tract progress in addressing the Year 2000 problem.
a. Describe responsib!e organizations for addressing the Year 2000 prob!em and provic's an organization chart if organizations have changed from the previous report.

Arnold Levin, Acting Director of the Office of Information Resources Management (IRM), is the agency's Year 20C0 Program Manager. The Year 2000 Program Mantner has overall responsibility for NRC's Year 2000 Program and reports iirectly to the NRC Chief Information Officer (ClO). The ClO reports to the Chairman,

b. Describe processes for assuring internal accountability of responsible organizations, include quantitative measures used to track performance and other methods to determine whether the responsible organizations are performing according to plan.

Internal accountability for performance of Year 2000 activities will be assured through continuous monitoring of the progress of all Offices against established milestones. A Year 2000 point of contact (POC) has been established for overy Office within the agency. POCs will provide progress reports to the Year 2000 Program Manager on a monthly basis. These reports will be used to update a central Year 2000 lnventory System database. Reports will be generated monthly showing the status of Year 2000 efforts for each Office.

c. Describe the management actions taken and by whom, when a responsible organi:ation falls behind schedule Progress reports are reviewed on an ongoing basis by the Year 2000 Program Manager and deviations from established schedules are reported to the CIO. If any such deviations are reported, the CIO will discuss them with the managers who are responsible for the systems. As part of this discussion, the CIO will determine the remedial actions to be taken. The CIO WM periodically brief the Chairman, the Executive Director for Operations, and the Chief Financial Officer of the NRC on any schedule deviations and l the status of any remedial actions taken,
d. Describe how internal performance reports are verified.

We are implementing procedures requiring that the head of each responsible ,

J unit submit and certify performance reports on a regular basis.

Significant progress made since last report:

  • Assessment of mission-critical systems was completed.
  • Renovation of one mission-critical system has begun.
  • Assessment of other than mission-critical systems is nearing completion.
  • Renovation har begun on other than mission-critical systems.
  • Replacement of commercial off-the-shelf sof tware that is known to be Year 2OOO non-compliant has begun.

Significar.c problems affecting progress include:

  • Inability to precisely determine and document the status of systems that are outside agency control. This category includes systems services provided by other Government agencies and systems d acquired from commercial sources. Most of the services are pros ded by major vendors such as AT&T, Bell Atlantic, Microsoft, IBM, etc.

We are confident that these providers will correct any Year 2000 problems in such a manner as to prevent interruption of the business functions of their customers.

3. ,Qs313. If estimates of Yect 2000 information technology costs have changed from the amounts most recent'y reported to OMB, report the new estimates.

NRC's cost estimates were previously piovided to OMB and reported to Congress in OMB Report Get3nn Federal Computers Ready for 2000, dated February 6,1997. These figures will be refined, if necessery, as renovation is perforrned.
