PG&E Letter DCL-16-128, "Updated Final Safety Analysis Report, Revision 23," dated December 5, 2016 Dear Commissioners and Staff: Pacific Gas and Electric Company (PG&E) submitted Diablo Canyon Power Plant (DCPP) Updated Final Safety Analysis Report (UFSAR), Revision 23, dated December 5, 2016 (Reference 1). Upon further review and discussions with the NRC Senior Project Manager, PG&E has determined that several figures redacted in Reference 1 did not need to be redacted.

Enclosed are the revised versions of the UFSAR reflecting the changes for these figures. Enclosure 1 provides an updated list of the information that has been redacted in accordance with NRC Regulatory Issue Summary 2015-17, "Review and Submission of Updates to Final Safety Analysis Reports, Emergency Preparedness Documents, and Fire Protection Documents." Enclosure 2 includes the UFSAR on one compact disc (CD), labeled: "Diablo Canyon Power Plant FSAR Update -Revision 23," dated December 2016. The enclosed UFSAR removes the "Withhold under 1 O CFR 2.390" from the previously redacted figures. Enclosure 2 contains sensitive information and should be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1).

Enclosure 3 contains one CD labeled: "Diablo Canyon Power Plant FSAR Update -Revision 23 (Redacted)." This version includes the figures that were previously redacted.
