Dear Mr. Ciements:

This is in response to your June 30,1999, comment letter regarding certain deficiencies in the application filed by the Department of Energy (DOE) for an NRC license to export nuclear equipment to Russia (XCOM1128).

As you know, based on our earlier telephone conversation, this office is in agreement with po in your letter, namely: the application does not identify the specific items of "especially design or prepared' nuclear equipment being proposed for export, the facilities where each item will be used, or the specific end-uses. We have advised the applicant and Executive Branch reviewers that such points must be clarifiea before NRC can act on the application.

Pursuant to 10 CFR 110.81, we are providing a copy of your letter to the applicant. We will inform you in writing if and when the application is amended. We will then afford you at least 15 days from the date of our written notification to consider r.uch information and, if you choose, to request a hearing or petition for leave to Intervene on the application.
