PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-I-09-007A

This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

UPDATE - MILLSTONE UNIT 3 REACTOR TRIP AND SHUTDOWN GREATER THAN 72 HOURS This preliminary notification supplements information in PNO-I-09-007, which documented an automatic reactor trip at Millstone Unit 3 that resulted in a shutdown greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. The plant trip was caused by an electrical fault on the main generator output circuit breaker.

Dominion replaced the faulty main generator output circuit breaker and supporting components. Testing of the replacement main generator output circuit breaker and supporting components was completed satisfactorily on January 4, 2010. Dominion commenced a plant startup on January 5, 2010. Currently, Millstone Unit 3 is synchronized to the electrical grid and raising power.

The NRC staff continues to closely follow Dominion's causal evaluations and corrective actions. NRC oversight will be conducted through the agency's normal independent baseline inspections, by the on-site resident inspectors.

The information presented herein has been discussed with Dominion and is current as of January 6, 2010, at 10:00 a.m.
