Rochester GasandElectricisintheprocessofprocuring replacement SteamGenerators fortheR.E.GinnaNuclearPowerPlant.Theprocessofestablishing thedesignspecification forthesegenerators hasledustoconcludethatitisdesirable toclarifythedesignbasisoftheR.E.GinnaNuclearPowerPlantregarding thedynamiceffectsofprimarysystempiperuptures.

InReference (a)theNRCindicates thatifitcanbedemonstrated thattheprobability ofpiperuptureisextremely low,thedynamiceffectsofthepiperupture,i.e.missilegeneration, pipewhipping, pipebreakreactionforces,jetimpingement forces,decompression waveswithintherupturedpipeanddynamicornon-staticpressurization incavities, subcompartments andcompartments, canbeexcludedfromthedesignbasisoftheunit.Thestatement ofconsiderations specifically excludestheapplicability ofthisrulemaking toemergency corecoolingsystems,'containments, andenvironmental qualification.

Byreference b,theNRCapprovedtheuseofthisrulemaking forprimarysystempipingfortheR.E.GinnaNuclearPowerPlant.Whiletherulemaking (Reference (a))explicitly discusses pipingsupports, itdoesnotdiscussinternals ofreactorcoolantsystemcomponents.
