andTableIII-2,thefollowing constitutes aSpecialReportoutlining theactiontaken,thecauseoftheinoperability andtheplansandscheduleforrestoring thesystemtooperablestatus.OnFebruary25,1997,at0942EST,SPINGAirEjectorRadiation MonitorR-15Awasdeclaredinoperable forcalibration, percalibration procedure CPI-RAD-MON-SPING4.

Thiscalibration normallytakesmorethanonedaytopeform.Duringcalibration activities onFebruary26,R-15AChannel9(highrangenoblegas)wasexhibiting inconsistent readings.

Furtherexamination revealedalooseconnector betweentheChannel9detectorandthejunctionbox.Tightening theconnector seemedtocorrecttheproblem.Thecalibration continued overthenexttwodays,andnootheranomalies werenoted.OnFriday,February28,whenthecalibration involving thechecksourcesbegan,Channel9againexhibited inconsistent readings.

Resolution ofthisproblemrequiredreplacement ofthedetectorandcableforChannel9.Theseactivities couldbecompleted inlessthanoneday.Thus,overtimewasnotconsidered necessary, andfurtherworkwassuspended fortheweekend.97040i0365'st70324PDRADOCK05000244SPDR Page2OnMonday,March3,acorrective workpackagewaspreparedwhichprovideddirections toreplacetheChannel9detectorandcable.Aftercompleting thecorrective workandpreparing torestoreR-15Atoservice,I&CnoticedthatanotherR-15Achannel(Channel8,gammabackground) wasnotfunctioning asexpected.

Correction ofthisproblemwasestimated tooccurafterthe7dayclockexpired,evenwitharoundtheclockefforts.Thedecisionwasmadetodefercorrective workuntilthenextday,whichwouldextendR-15Ainoperability beyond7days.OnMarch4,thecorrective workpackagewasmodifiedtoincludethereplacement ofChannel8detector.

Thisreplacement proceeded moreexpeditiously thanexpected.

Afterthisdetectorwasreplaced, calibration wascompleted ontheremainder oftheR-15Asystem.R-15Awastestedsatisfactorily.
