ByourletterdatedFebruary3,1980werequested relieffromtheschedular requirements imposedbyCommission OrderdatedMarch16,1983inasmuchasitrequiresinstallation ofanoblegassteameffluentmonitorbyMarch1,1980.Astheresultofdiscussion withMessrs.3.Zwolinski (ORAB)andD.3affe(ORB3)onFebruary29,1980weunderstand thatourproposednewcompletion datesofJune30,1985(Unit1)andDecember31,1985(Unit2)cannotbeacceptedbyyourstaff.Thepurposeofthisletteristorequestthat,inlieuoftheschedulesuggested byourFebruary3,1980letter,thesubjectOrderbemodifiedtoreflectthefollowing commitment onourpart:TheBaltimore GasandElectricCompanywillprocureandinstallanacceptable replacement totheexistingnoblegassteameffluentmonitorratemeter moduleandplacethesysteminservicepriortoDecember31,1980.Intheeventthattheas-installed portionsofthesystem(triaxial cablingandshieldeddetectorassembly) arenotcompatible withthereplacement system,thenthoseas-installed portionsofthesystemwillbereplacedwithcompatible equipment andthesystemmadeoperational duringthefirstoutageofsufficient durationfollowing December31,1980.Wehaveinitiated procurement ofareplacement systemandexpecttotakedeliveryofallcomponents bySeptember 1980.Onthisbasis,theproposedDecember31,1980,deadlineissupportable inthatitallowsadequatetimeforinstallation'and testingassumingthattheexistingshieldeddetectorassemblyandtriaxialcablingareelectronically compatible withthereplacement system.Intheeventthatthedetectorandassociated cablingarenotcompatible, thentheywillbereplacedwithacceptable equipment.

Thisisbecauseof(1)thehighambienttemperatures inthisroomduringpoweroperations (130-100F),(2)thepossibleneedtomodifytheheavyleadshieldassemblyencapsulating thedetectorwiththeassociated riskofahandlingincidentdamagingmainsteamlineperipherals, and(3)thepotential forexperiencing difficulty inachieving adequatecable-to-detector terminations giventhehighhumidityconditions prevalent inthisroomduringpoweroperations.

Consequently, webelievethattheproposedrequirement tomakethesystemoperational duringthefirstoutageofsufficient durationfollowing December31,1980,isappropriate forthecasewherereplacement ofthedetectororassociated cablingisrequired.
