ThepurposeofthisletteristorequestachangetotheBasesforTechnical Specification (T/S)3/4.11.1.4 (LiquidHoldupTanks)forUnits1and2.Specifically, weproposetomodifytheBasestoindicatethatthisT/Sisnotapplicable totheRefueling WaterStorageTank(RWST),theCondensate StorageTank(CST)andthePrimaryWaterStorageTank(PWST).Ourproposedchangeshavebeenincludedastheattachment tothisletter.Wehavealsoincludedseveralchangestocorrecttypographical errorsinthepresentversion.T/S3/4.11.1.4 appliesto"outsidetemporary tanks"andestablishes a10-curielimitontheamountofradioactivity thetanksmaycontain.Thespecification states:Tanksincludedinthisspecification are'hoseoutdoortanksthatarenotsurrounded byliners,dikes,orwallscapableofholdingthetankcontentsandthatdonothavetankoverflows andareadrainsconnected totheliquidradwastetreatment system.EventhoughtheRWST,CST,andPWSTdonothaveliners,dikes,etc.theyareapartofthepermanent plantdesignbasis.TheCSTandRWSTarerequiredforemergency operations andtherefore havebeenincludedintheTechnical Specifications.
Additionally, analysesconcerning theconsequences ofaruptureofoneofthesetankshasbeenincludedinChapter14.2.2oftheUpdatedFSAR.These,analysesconcluded thattheconsequences ofatankrupturewouldbewithinacceptable limits.Basedonthis,weconcludethattheRWST,CST,andPWSTarenottemporary tanks,andtherefore T/S3/4.11.1.4 doesnotapplytothem.Sb042S012b 5000315Sb0418PDRADOCK0PDRPII6'0>~pgoI
