Thisletteranditsattachment provideourresponseto~ifr.D.G.Eisenhut's GenericLetterVio.81-14datedFebruary10,1981whichweoffic'ally received.onJune18,1981.,-TheCookPlantAuxiliary Feedwater Systems(AFS),withtheexception oftheCondensate StorageTanks(CSTs)anditsassociated piping,aredesigned; constructed, andmaintained towithstand aSafe.Shutdown Earthquake (SSE)asdetermined utilizing theanalytical, testingandevaluation methods,andtheacceptance criteriaconsist-entwithothersafety-grade systemsoftheplant.Thecomponents andequipment listedintheAttachment tothisletterhavebeenseismically qualified eitherbytestingoranalysis.
Whenqualified byanalysistheseismicinputiseitheraspecified acceleration, oraresponsespectrumthatboundsthemostsevereresponsespectrumfortheplant,ortheDesignBasisEarthquake (DBE)responsespectrumforthefloorelevati.on wheretherespective component orequipment isinstalled.
Forthosecomponents qualified byanalysis, theloadcombinations includethestressesduetotheDBE,deadweightand,forpressureretaining parts,theoperating pressure.
Theseresulting stresseswerethencomparedtotheallowable stressesfromtheappropriate codes.Forequipment quali-fiedbytesting,acceptance isdetermined bytheoperability oftheequipment subsequent tothetest.Certainsafetyrelatedswitchgear cabinetsandmotorcontrolcenterswerefoundtohaveinsufficient anchorage topreventover-turningduringtheDBE.AsdetailedinAmericanElectricPowerServiceCorporation's August14,1981andAugust17,1981letterstoyou,temporary bracingwasinstalled.
Thepermanent modification of81091102b2 810828PDRADOCK05000315PPDR theanchorage hasnowbeencompleted.
Asindicated inourAugust17,1981letter,someoftheequipment anchorage whichwasmodifiedisbeyondthescopeofGenericLetter81-14.SeismicrelatedIEBulletins 79-02,79-04,79-07,79-14,and80-11,andIEInformation Notice80-21havebeenreviewedforapplic-abilitytotheAFS.Allareapplicable totheCookPlantAFSexceptforIEBulletin79-04.Allworkapplicable totheAFSforIEBulletins 79-02and79-07iscomplete; workapplicable totheAFSforIEBulletin79-14and80-11ispresently beingcompleted; IE'nformation Notice80-21iscurrently underreview.Concerning theCST's,theyareseismicclassII,andaredesignedtowithstand theOperating BasisEarthquake (OBE).IntheunlikelyeventofaDBEwhichmayresultindamagetotheCST's,procedures existandareinplaceattheCookPla'nttos~itchAFSpumpsuctiontotheessential servicewater(ESW)system,whichisSeismicClassI.Thisprocedure wasdescribed indetailinour'lettertoyoudatedMarch28,1980,No.AEP:NRC:0307A.
TheSafetyEvaluation ReportattachedtoMR,S.Varga'sletterofOctober6,1980acceptedthatprocedure forswitching totheESWSystem.Therefore, itisnotnecessary towalkdowntheCST's.Nevertheless, thenon-seismically qualified pipingconnected totheCST'shasbeenwalked-down andnodeficiencies wereidentified.
