Thisisacostbeneficial licensing actionwhichisestimated torepresent apotential costsavingsof$1millionperoutage,asdetailedinattachment l.CodeCaseN-498-1providesforanalternative tohydrostatic testingwhichwillretainanacceptable levelofqualityandsafetyforClass1,2,and3systems.Specifically, itallowstheuseofasystemleakagetestinlieuofahydrostatic test.ThiscodecasewasapprovedbytheASMEBoilerandPressureVesselCodeCommittee onMay11,1994,butisnotincludedinthemostrecentlistingofNRCapprovedcodecasesinRevision11ofRegulatory Guide1.147,"Inservice Inspection CodeCaseAcceptability--ASME SectionXIDivisionl."9503080325'50227 PDRADOCK05000315PPDR U.S.NuclearRegulatory Commission Page2AEP:NRC'0969AE Thesystemhydrostatic testisnotatestofthestructural integrity ofthesystem.Rather,itisanenhancedleakagedetection test.LeakagefromClass3systemsisnormallytheresultoferosion/corrosion orjointseal/sealant agedeterioration andisreadilyapparenttoinspectors duringasystempressuretest.Industryexperience indicates that,inmostcases,leaksarefoundwhenthesystemisatnormaloperating pressure.
Thus,weconsiderthatthealternate requirements proposedinCodeCaseN-498-1constitute areasonable, safealternative totheexistinghydrostatic testingrequirements.
