ThisletteramendsoneoftheTechnicalSpecification(T/S)changerequestscontainedinourletterNo.AEP:NRC:0659,datedMarch29,1982.Morespecifically,ChangeNo.3ofthatletterrequestedthatanewspecification(T/S6.3.2)beissuedtoaccommodatethesituationofthethennewCookPlantOperationsSuperintendent.ThepreviouslyproposedT/S6.3.2wouldhavealloweda"fulltimeassistant"holdingaSROlicensetoperformtheOperationsSuperintendent's"licensedfunctions."Inthisletterwearerequesting,first,achangetoT/SFigure6.2.2(FacilityOrganization)bydeletingtheSOL(SeniorOperatorLicense)intheOperationsSuperintendent'sidentificationbox.Secondly,wearerequestingachangetoT/S6.3.1toincludethestatement."and(3)theOperationsSuperintendentwhoshallnotberequiredtoholdaFacilitySeniorReactorOperator'sLicense."TheAttachmenttothislettercontainstherevisedT/Spages.J)hQ/ItshouldbenotedthattheattachedamendedpagesreflectthechangesPbeingproposedinthisletter,aswellasthosechangespreviouslyr4'roposedinourletterNo.AEP:NRC:0659.'llchangesareindicatedbyverticalbarsontherighthandmarginofthepageos/I,00.0oPresently,ourOperationsSuperintendent,whohaspreviouslyheldaSOLatanotherfacility,doesnothavehisSOLforourPlant.HeisscheduledtoacquirehisSOLforourPlantpriortoOctober1,1983.However,uponreviewofthecurrentT/Srequirementwefeelthat.8304380368830418IIIPDRADOCK050003is,IP...,.PDR 4\IIPl1I C~~Mr.HaroldR.onARC:0659Atherequirementisundulyrestrictiveandinconflictwithnormalmanagerialprerogativeswhichareusedtoassurethequalityofoursupervisorypersonnel.ThisargumenthasbeenrecentlysupportedbyanOakRidgestudy(asdescribedintheOctober18,1982,issueofINSIDENRC)whichsurveyedthenuclearindustry(includingNRCpersonnel)onthesubjectofmanageriallicensing.Thisstudydepictedastrongoppositiontotheenforcementofmanageriallicensing,andsupportedinsteadtohavetheNRCencouragetheindustrytoassuremanagerialqualitybyestablishingstandardsontherecruitment,training,andassessmentofmanagers.Furthermore,Revision3toNUREG-0452("StandardTechnicalSpecificationsforWestinghousePressurizedWaterReactors")doesnotrequirethatthefacility'sOperationsSuperintendentbetheholderofaSOL.Webelieve,basedonalloftheabove,thattherequestedT/SchangeswillnotdegradethequalityofmanagementattheCookPlantandwillnotendangerthehealthandsafetyofthepublic.WeinterprettheproposedT/SchangestoconstituteClassIandClassIIAmendments.Therefore,wehaveenclosedacheckforonethousandsixhundreddollars($1,600).TheseproposedchangeshavebeenreviewedbythePlantNuclearSafetyReviewCommittee(PNSRC)andwillbereviewedbytheNuclearSafetyandDesignReviewCommittee(NSDRC)atitsnextmeeting.ThisdocumenthasbeenpreparedfollowingCorporateProcedureswhichincorporateareasonablesetofcontrolstoensureitsaccuracyandcompletenesspriortosignaturebytheundersigned.Verytrulyyours,R,F,HeringVicePresidentcc:JohnE.Dolan-ColumbusM.P.AlexichR.W.JurgensenW.G.Smith,Jr.-BridgmanR.C.CallenG.CharnoffNRCResidentInspectoratCookPlant-Bridgman gnat~h1lt-h"e.t'Iall/hI~-hC~7'0~<FFh
